Engaging Physicians in Pay for Performance:
Promoting Partnerships That Align Data, Dollars, Care & Quality

In mid-2008, providers in CMS' three-year Physician Group Practice (PGP)
Demonstration earned $16.7 million in performance payments for improving quality of
care for Medicare beneficiaries suffering from chronic disease. Its voluntary
Physician Quality Reporting Initiative is widely viewed as a lead-up to mandatory
pay for performance (PFP) for physicians.

Following CMS' lead, many health plans and payors have launched physician PFP
initiatives to raise the bar on healthcare quality, access and outcomes and
reduce associated costs.

While PFP can substantially enhance a practice's efficiency, tuning into the
needs and values of physicians can make the difference between the success
and failure of a PFP program launch.

In "Engaging Physicians in Pay for Performance: Promoting Partnerships That
Align Data, Dollars, Care & Quality
," two industry leaders chronicle the
development of mutually beneficial provider-plan partnerships in PFP. They
identify practice workflow issues that can derail physician participation in
PFP, provide inside details on how their organizations have engaged physicians
in PFP programs and how they are keeping them motivated for continued participation.

Engaging Physicians in Pay for Performance: Promoting Partnerships That Align Data, Dollars, Care & Quality
In this 35-page report, learn how CMS' Medicare demo
provided the framework for Alegent Health to realign
disparate methodologies, tools and resources in use
by physicians at nine hospitals to make medical staff
more accountable for clinical outcomes and performance
and build a PFP initiative based on awareness, education
and intervention.

This report also documents the growth of HealthSpring's
successful PFP partnership from a single 13-physician
effort at its inception to a 12-group collaborative of 150
physicians caring for 9,000 Medicare members. Together, Alegent and its physicians
chose indicators in the common domain and ultimately improved compliance in key
clinical measures such as those for diabetes and reduced avoidable ER visits.

Presenting PFP case studies from their own organizations are Dr. Fred Hosler, senior
vice president and chief medical officer at Alegent Health and Mike O'Neill, vice
president of strategy with HealthSpring. Additionally, Lorraine K. Larrance,
consulting senior manager with Pershing Yoakley & Associates, P.C., describes the
key barriers to physician participation and proposes strategies to overcome them.
