Physicians who report on quality measures will be eligible for a 1.5 percent incentive payment beginning in July 2007, as a result of legislation just enacted by Congress, this fulfilling industry experts' predictions that CMS' physician voluntary reporting program (PVRP) would shortly be tied to physician reimbursement. Physicians already sharing this data with CMS began receiving feedback on their results this month. 2.) Prescription for Primary Care: Initiatives for Change

There are rumblings at each step of the healthcare continuum about the state of primary care: hospitals and health plans want primary care physicians (PCPs) to accept a larger role in disease management (DM) and care transitions, including patient education and follow-up. Meanwhile, PCPs struggle to provide quality care and devote adequate time to patients in the face of reduced reimbursements and increased reporting. It's a scenario that frustrates patients, who increasingly turn to emergency departments (EDs) for primary care when the PCP is unavailable. To reverse these trends, primary care is now a strategic focus for much of the industry. In its October 2006 online survey, the Healthcare Intelligence Network (HIN) asked healthcare organizations how they are affected by the state of primary care and how they are handling the deficiencies.

3.) 130 New P4P Programs Begun; P4P Gains Credible Traction In 2006

Pay-for-performance (P4P) initiatives increased to an estimated 130 in 2006 and continues to grow as both the public and private sectors are turning toward this reimbursement method. The year saw several pivotal P4P events.

P4P received a huge shot in the arm when the Institute of Medicine (IOM) released a report that said Medicare should scrap its fee-for-service payment systems and adopt a P4P system to reimburse providers.
