White Paper Abstract: Open enrollment is the once-a-year opportunity for employees to review, elect and change their health insurance coverage as well as adjust contributions to the savings, retirement and flexible spending options their employers offer. Changes requested during open enrollment are generally binding for the entire plan year unless a significant life change such as marriage, birth, adoption or spouse’s loss of benefits occurs. Consequently, decisions made during this period carry significant financial weight. To support employees during this critical process and boost enrollment, employers and health plans go to great lengths to communicate the deadlines, conditions and impact of open enrollment to their populations. In its January 2006 online survey, the Healthcare Intelligence Network asked health plans and consumers to report on their open enrollment experience and suggest refinements to the process.
