White Paper Abstract: The Federal legal authority mandating language assistance and provision of information and services in languages other than English to LEP persons derives from Title VI of the Civil Rights Act of 1964 and Title VI regulations. Title VI provides that no person shall be subjected to discrimination on the basis of race, color or national origin under any program or activity that receives Federal financial assistance. Under Title VI, recipients of Federal financial assistance from Health and Human Services (HHS) must take steps to ensure that LEP persons can meaningfully access health and social services.
