Unintended Consequences of HIPAA: Impeding Biomedical Research
The privacy rule of HIPAA is having a negative impact on the advance of biomedical research and the search for treatments that benefit society, says a newly released report by the Association of Academic Health Centers (AAHC). HIPAA Creating Barriers to Research and Discovery describes the unintended disruptive consequences of the rule, including confusion for patients, misinterpretation by research participants, barriers to patient recruitment, and burdensome administrative procedures that increase research costs. It also offers specific recommendations to address these critical issues.

1200 Physician Practices to Receive Incentives for EHR Use in HHS Pilot
Over a five-year period, HHS will provide financial incentives to as many as 1,200 primary care physician practices in selected communities that use certified EHRs to improve quality as measured by their performance on specific clinical quality measures. In addition to the incentive payments, bonus payments may be awarded based on a standardized survey measuring the number of EHR functionalities a physician group has incorporated into its practice. Total payments under the demonstration for all five years may be up to $58,000 per physician or $290,000 per practice.

Highmark Inc. Funds Physician Adoption of Health IT
Highmark Inc. has announced that it is contributing $29 million to help physicians acquire e-prescribing/e-health record technology for their practices. This initiative is an alternative to a similar program Highmark announced in 2005 in which the company contributed significant funding to promote the adoption of health IT by physicians.

VeriChip for Access to Patient Records Decreases Emergency Care Charges
Use of the VeriChip for access to patient medical history verification significantly decreased the emergency care charges among critically injured patients in a randomized, blinded, prospective mass casualty scenario. The study, presented at the Society of Academic Emergency Medicine's annual meeting, discussed the benefits gained from providing healthcare workers with immediate access to patient medical records during a mass casualty scenario. The objective of the study was to evaluate the use of VeriChip for EMR access, and whether a patient implanted with the VeriChip would affect emergency charges in a prospective mass casualty exercise.

BIDMC Joins Forces With Google Health
Beth Israel Deaconess Medical Center (BIDMC) is expanding options for users of its secure PatientSite portal by joining forces with Google to offer a new way to safely exchange medical records and other health data through Google Health, which launched to the public recently at a media event at Google headquarters in Mountain View, CA. Google Health will enable BIDMC to extend its support for personal health records. PatientSite users will be able to access, store and share health information with designated family members and health providers. They will also gain access to other Google features such as drug-to-drug interaction checking and other safety and medical references.

Thirty Applicants for HHS EHR Demonstration Project
More than 30 communities have applied for a new demonstration project that will provide Medicare incentive payments to primary care physician practices that use certified EHR to improve the quality of patient care. The EHR demonstration project is expected to reduce medical errors and improve the quality of care for an estimated 3.6 million Americans.

MEDNET USA to Help Shape Nationwide Health Information Network

Electronic Link Replaces Paper Records at Primary Health Medical Group
Primary Health Medical Group has announced the successful linking of their electronic health records (EHR) system with St. Luke’s Boise Laboratory. CMS to Test PHRs for Medicare Beneficiaries in South Carolina
The Centers for Medicare & Medicaid Services (CMS) launched a project that expands its efforts to encourage beneficiaries covered by traditional Medicare to take advantage of Internet-based resources to track their healthcare services and better communicate with their providers. The CMS pilot uses an on-line tool called a Personal Health Record (PHR) to give Medicare beneficiaries the ability to collect and then access information about their health or healthcare services, such as medical conditions, hospitalizations, doctor visits and medications and collect information about their health. CMS is ensuring that strict privacy and security safeguards are in place to protect all beneficiary data.

Kaiser Permanente Completes Implementation of Outpatient EHR
Kaiser Permanente has announced that all of its 8.7 million members in nine states and the District of Columbia are now covered by an outpatient electronic health record (EHR). Kaiser Permanente HealthConnect, is the world's largest privately funded EHR. All of Kaiser Permanente's 13,000 physicians now have electronic access to their patients' medical records in every one of their 421 medical offices and clinics.

Standards and requirements for electronic medical records (EMR) systems remain in active development through the continuing efforts of multiple organizations including ASTM, HL7, and HITSP. Currently, though, the burden of proof (and risk) that a given EMR meets comprehensive requirements remains entirely on the purchaser. Furthermore, there are few resources for those who do take the time to execute a more robust due-diligence effort in comparing and contrasting higher level attributes as part of their selection process. The Medical Records Institute, in association with recognized experts in EMR functional assessments, have developed a new initiative to highlight key attributes of EMRs to support fundamental medical-legal requirements of medical records as business records.

States Advancing Common Approaches to Protecting Electronic Health Information
Most states have made substantial progress in defining their privacy and security
approaches for electronic health information exchange, according to a report released
by the Office of the National Coordinator for Health Information Technology (ONC) and
the Agency for Healthcare Research and Quality (AHRQ). The thirty three states and Puerto
Rico make up the Health Information Security and Privacy Collaboration (HISPC), which
has gained a greater understanding of and ability to address the variation in business
practices, policies, and state laws that affect the electronic exchange of health

Rhode Island Awards EDS Contract to Create First Statewide Electronic Health Network
The Rhode Island Department of Health has awarded EDS, the state’s longtime Medicaid fiscal agent, a three-year contract to design, implement and manage the nation’s first statewide network for electronic health records. After securing a patient’s permission, the Rhode Island Health Information Exchange (HIE) will consolidate the health information of state residents in a secure network to provide authorized hospitals, doctors, pharmacists and other health care providers with a more complete patient health file to aid in patient care.
